In 1986 the Ministers Council of the USSR adopted a regulation on establishment of youth living complexes. The first secretary of the Moscow City Committee of the CPSU Boris Eltsin decided on building 50 such complexes in the capital. Boris Nikolaevich arrived in Zelenograd to take part in the short meeting after which he suggested choosing a 14 ha territory for location of the future youth housing complex.

In May 1987 there was held a foundation conference where a Volunteer Society on establishment and development of the youth housing complex “Zelenograd” was formed. Later owing to legislation changes this Society was reorganized into a non-commercial partnership and in 2003 parallel to this body, according to the new Housing Code, there was established a householders society. Alexander Raptovsky was chosen a Chairman of the Youth Housing Complex.

In May 2007 the Youth Housing Complex widely celebrated its 20 th Anniversary.
